When my twin girls turned 2, we threw them a bubble-filled birthday party. At that age, organized activities can be difficult, so we started with a bubble show, and then let the kids run around and play with big bubble wands.
We really wanted to get some great photos, so set up a photo backdrop painted by a friend (but you could also just pin up some fabric in the color of your choice). We scattered beach balls and balloons around, and set up a bubble machine (available at Target) so that rather than looking at the camera, the kids were distracted and having fun as we snapped away.
We did boxed lunches and pink and white polka-dot cakes. As party favors we filled clear plastic ornaments (available in cocodot.com) with candies - jelly beans in the color of your choice would work well.
The kids all had blast, and so did the parents!
